　　First, the editorial unit

　　(1) The chief editor of the project construction standard shall meet one of the following conditions:

　　1. Grade A qualified enterprise with engineering survey and design with independent legal person status in the province where the industrial and commercial registration is registered;

　　2. A special construction and first-class qualification enterprise with industrial and commercial registration in the province and with independent legal personality;

　　3. Research institutes with relevant professional technical strength and practical experience.

　　(2) The chief editor of the construction engineering quota shall meet one of the following conditions:

　　1. Provincial engineering cost management institutions or prefecture-level engineering cost management institutions with relevant technical strength;

　　2. A special construction and first-class qualification enterprise with industrial and commercial registration in the province and independent legal person qualification.

　　Second, the principle of collection

　　1. National standards and industry standards are not stipulated, but in our province, there are engineering practice experience and completion acceptance for more than one year. It has the conditions for promotion and application, and it is urgent to make uniform technical requirements;

　　2. Although there are provisions in national standards and industry standards, the regulations are not specific enough. According to the project construction tasks in our province, it is necessary to further make uniform technical standards in the province;

　　3. Due to the fact that the relevant technical standards have been fully updated and the quota for the project pricing needs has not been met or the quota for the five-year implementation has been fully implemented, it needs to be fully revised;

　　4. Due to the partial adjustment of relevant technical standards and the inability to meet the quota required for engineering pricing, some sub-projects have not adapted to the quota required for engineering pricing and need to be partially revised;

　　5. Due to the new technologies, new processes, new materials, new equipment, etc. that appear in the construction of the project after the release of the quota, it is necessary to replenish the quota in a timely manner.

　　Third, the scope of collection

　　Urban underground integrated pipe gallery construction, sponge city construction, finished house, fabricated building, construction waste resource utilization technology, renewable energy application technology, building quality and safety, rail transportation, building energy conservation, green building, green building materials application technology, The construction of smart cities, the construction of urban and rural integration demonstration zones, and the construction of beautiful and livable villages.

　　1. Register and land on the Henan Provincial Engineering Construction Standardization Information Network (http://117.159.17.20:9003).

　　2. Select the project declaration module, enter the standard project information, and upload one copy of the original “Henan Provincial Engineering Construction Standard (Ration) Editing Plan Application Form” with the official seal of the unit (the template file can be downloaded through the system). After completing the application, click “Submit” to declare, please complete the application before June 20, 2019.

　　3. After the relevant experts' arguments are organized by our office, they will be listed in batches in the 2019 Henan Provincial Engineering Construction Standards Quota Editing Plan, and will be announced in the Henan Provincial Engineering Construction Standardization Information Network. In the absence of a plan, the review is not organized.
