Implementing Regulations
Article 1 According to the State Council's "Social Credit System Construction Planning Outline (2014-2020)", "State Council's Guiding Opinions on Establishing a Comprehensive and Trustworthy Joint Incentive and Untrustworthy Joint Disciplinary System to Accelerate Social Credit Construction" (Guo Fa [2016] No. 33 ), the Ministry of Construction "Administrative Measures for Engineering Cost Consulting Enterprises" (No. 149 of the Ministry of Construction) and the "Administrative Measures for Registered Cost Engineers" (No. 150 of the Ministry of Construction), etc., follow the "government guidance, industry self-discipline, praise and integrity" The principle of “discrimination and loss of trust”, combined with the actual situation of our province, formulated the “Detailed Rules for the Implementation of Credit Evaluation of Engineering Cost Consulting Enterprises in Henan Province” (hereinafter referred to as “Details”).
Article 2 The credit evaluation referred to in these Rules refers to the comprehensive evaluation of the credit and ability of the cost consulting enterprise engaged in the construction cost consulting business activities in the administrative area of the province, and the activity of determining the credit rating. Specifically, it includes the basic information of the enterprise, the activities, good behavior, bad behavior and other credit conditions for the recording, evaluation, publicity and other related work.
Article 3 Credit evaluation follows the principles of openness, fairness, and impartiality. The following companies should all participate in the credit evaluation work.
(1) Obtaining the qualification of engineering cost consulting according to law (excluding the provisional Grade B) and the enterprises where the industrial and commercial registration is in the province;
(2) The provincial engineering cost consulting enterprise and its branches that are practicing in the province.
Article 4 The Department of Housing and Urban-Rural Development of Henan Province is responsible for the supervision and management and implementation of the credit evaluation work of the cost consulting enterprises within the administrative area of the province. The provincial project cost management agencies cooperate to do the relevant work.
The municipal and provincial directly-administered municipal (city) housing and urban-rural construction departments are responsible for the supervision and management of the initial evaluation of the credit evaluation of the cost-consulting enterprises within their respective administrative regions, and the project cost management agencies shall cooperate to do the relevant work.

Construction bureaus of counties (cities) and construction enterprises: In order to further improve the social security system of the construction industry in our city, promote the healthy development of the construction market, safeguard the legitimate rights and interests of construction enterprises and employees, simplify the procedures, improve the efficiency of work, reduce the burden on enterprises, and respond to the national requirements of “putting, managing, and serving”. The reform of the administrative examination and approval system was promoted in accordance with the law, and the burden on enterprises was effectively reduced. On February 5, the director of the Municipal Housing Construction Committee decided to adjust the conditions for the payment of social insurance premiums for construction projects in the city. The relevant matters are hereby notified as follows: I. Amend Article 5 of the second chapter of the “Provisional Measures for the Disbursement and Adjustment of Social Insurance Expenses for Construction Projects in Luoyang City” (Luojian [2010] No. 86) to “The following information should be provided for construction enterprises to apply for the payment of construction engineering social insurance premiums: (1) The original and copy of the account opening permit for the basic deposit account of the construction enterprise or the original and photocopy of the signature account of the enterprise legal person; (2) The original description of the payment of social insurance premiums issued by the social security institution insured by the construction enterprise; (3) The foreign construction company must also provide the original and copy of the construction project completion certificate or the following information: 1. The original and copy of the construction project quality completion acceptance record; 2. Construction engineering agency premium application. ” 2. The other provisions of the “Provisional Measures for the Disbursement and Adjustment of Social Insurance Fees for Construction Projects in Luoyang City” (Luojian [2010] No. 86) remain unchanged. 3. This notice shall be interpreted by the Luoyang Municipal Housing and Urban-Rural Construction Committee and shall be implemented as of the date of promulgation.
